Maori protests over land gave rise to the forming of the Waitangi Tribunal in 1975. Since then, the mana of the Tribunal has increased in the eyes of both Maori and Pakeha, particularly as a result of far-reaching judgements on the Motunui outfall, the Kaituna River and the Manukau Harbour. However, the recent attempt by the Rotorua District Council to ignore the Kaituna decision and the compromise Te Atiawa has had to accept at Waitara, have again called into question the true worth of the Tribunal. This panel discussion looks at the powers and workings of the Waitangi Tribunal at a time of change for Maori people as a whole.
