An (Unidentified MP) talks about New Zealand's obligations under the South East Asian Treaty Organisation (SEATO ) which obliges the country to help South Vietnam, however the Geneva Agreement forbids either North or South Vietnam from entering a military alliance with any other entity. The Minister of Labour, Mr Shand, replies that troops are there by invitation of South Vietnam to counter aggression.
