The majority of prisoners in New Zealand jails are reoffenders. The second losers are the innocent victims of crime, who bear emotional scars for months or even years afterwards. Many become mentally ill, requiring long hours of costly counselling. Families and friends of those whose characters are irrevocably changed also suffer.
