Copyright Able 2014 FUNKY, RHYTHMIC MUSIC Jacqui Rodger looks out for the neighbourhood she lives in, and it's big too ` the Hutt Valley, just north of Wellington. A jazz dance enthusiast by night, she loves the chase by day. I love it when we get a job, and we have to turn the siren on. It's ju` I do` I don't know what it is ` that we're coming to save the day sort of thing? I don't mean to sound up myself, but, no, I've never been scared at a job. Today it's neighbours at war again. Someone's kicked over a letter box, and the finger-pointing's led Jacqui here. We need to speak to you. We need to speak to you. MAN: <BLEEP> off, <BLEEP>ing mutt. We need to speak to you. MAN: <BLEEP> off, <BLEEP>ing mutt. Just calm down, man. <BLEEP> off, youse mutts. <BLEEP> off, youse mutts. What's going on? <BLEEP> off, youse mutts. I had a warrant out for my arrest but, nah, it's not out now. When was it out? When was it out? It was out when I was in Hamilton, but now I'm <BLEEP>. Did you clear it up? You have to trust your workmates, and I know I've got every option available to me for whatever situation that I'm in, and I'm not going in by myself. OK, nah, that's cool. With his little tirade... F you, B! ...nearly over,... Oh, shh! ...Jacqui has to move on. Females can be better at calming a situation down. A guy might not necessarily want to... have a go at you or` or hit a female. Well, then I'll spray him. > Well, then I'll spray him. > < <BLEEP>! (GRUNTS) I became a police officer cos I get bored just sitting behind a desk. We're not here to be fun police, but just think about others. < Sorry. < Sorry. Don't be so selfish. I tried uni. It wasn't for me. I was a dance teacher for a while; Inland Revenue; a gymnastics instructor; and then eventually, I joined the police. Come on. Go before I lock you all up. Come on. Go before I lock you all up. <BLEEP>. I met my husband before I joined the police. He does worry about me,... mainly because, he says, sometimes I can get a bit too lippy... (CHUCKLES) and that I need to watch what I say, um, which is true. Jacqui's shift is nearly over when a car catches her eye. SIREN WAILS Gidday, how are ya? You've been drinking at all? Yeah, I have. I was just parking the car. Oh yeah. You can't park the car, even if you are drunk. I realise that. I realise that. Yeah. Hey, can you just wait there, mate? Oi, where are you going? Oh, I'm` Oh, I'm` If you run away, you're gonna get arrested for failing to remain, OK? 'Was a little bit angry with us for stopping him.' Can you step back? Step back. Step back. Sure, sure. Step back. Sure, sure. Right,... count to five. One, two, three, four, five. One, two, three, four, five. MACHINE BEEPS I'm walking away right now. I'm walking away right now. No, no. Hey, mate, if you` if you leave, you are going to get arrested for failing to remain, OK? you are going to get arrested for failing to remain, OK? Arrest me right now. OK, so... Jacqui may be all poise on the dance floor, but she doesn't hold back when threatened. Oi, listen, it's come back as showing you've got alcohol in your system. Yeah, that's fine. I'm going to put you in a passive. I'm going to put you in a passive. That is... No. Uh, excuse me, I'll walk away. Nah. OK, you're under arrest for failing to remain. Come here. You are under arrest... You are under arrest... <BLEEP> off. You are under arrest... <BLEEP> off. ...for failing to re` <BLEEP> off. <BLEEP> off. Don't you <BLEEP>ing push me! I'll <BLEEP>ing push you when I <BLEEP>ing want. You're gonna get tasered, mate. You're gonna get tasered, mate. Taser <BLEEP>ing me! Taser me! All I'm telling you is tell that <BLEEP>ing` Taser me! All I'm telling you is tell that <BLEEP>ing` Get on the ground now. 'Dealing with drunks can either be extremely funny or really violent.' That's when things get amped up a bit, and you just gotta go in there and try and control the situation the best you can. Turn around. Hands behind your back now. PEPPER SPRAY HISSES PEPPER SPRAY HISSES Hands behind your back. Pepper spray's fired, and it can really hurt, but this guy's unfazed. Put your hand out. Come on. Put your hand out. Come on. I'm prepared to do whatever you <BLEEP>ing ask me to do. Put your hand... Put your hand... (GRUNTS) <BLEEP>. You don't have to do this <BLEEP>. (GRUNTS) GRUNTS: Got him. 'Knowing people wanna punch you, it does annoy you, cos... 'you're there to do a job, and you just deal with it. Then you carry on.' (GRUNTS) (GRUNTS) Don't bite. I told you I'd <BLEEP>ing lie on the ground, you dirty pig. Well, lie on the ground, then. Well, lie on the ground, then. (GROANS) 'Try not to let it get to you, because you know it's gonna happen, 'but then that's when all your training starts kicking in.' (GROANS) (GRUNTS) (GRUNTS) BOTH OFFICERS PANT All right, you're under arrest for assaults police, resisting arrest and failing to remain. Get on your feet. 'I haven't been assaulted seriously.' I've had the odd punch and kick and stuff like that but nothing too major. (PANTS) 'You just suck it up and get on with it. It happens. It's not a matter of if; it's just when. 'You have to be prepared.' All right, in the car. Get in. (SHRIEKS) I'm in here. (SHRIEKS) I'm in here. Get in the car. (SHRIEKS) I'm in here. Get in the car. Get in. Come on, get your feet in. What the hell did you have to perform like that for? I'm not telling you <BLEEP>. I'm not telling you <BLEEP>. If you just did the breath screening test,... you wouldn't have got sprayed, and you just could've gone back to the station. I told you, <BLEEP>ing bitch. I told you, <BLEEP>ing bitch. Don't talk to me like that. Get him back to the station, and, just as I thought, he was acting the same way that he was out on the street. Ow! Ow! Ow! Ow! (SOBS) There's some kick in the pepper spray. Jacqui tries to help him flush it out. The more water you get on there, the better for you, mate. No, no. No, no. < Please! <BLEEP>! No, no. < Please! <BLEEP>! No, not until you calm down. I am calm. I am calm. No, you're not. 'For me at the moment, on front line,... everyone's the same. 'So, you know, I deal with jobs the same way as the guys will deal with jobs as well.' OK, I need to do the drunk-driving procedure, all right? Blow into this until I say stop. You have to take a deep breath. It's quite a long time you need to blow into the tube for, OK? Away you go. Keep going. Keep going. Keep going. See this thing? It's gotta get to the end, OK? Keep going. Keep going. OK, you didn't blow enough. OK, you didn't blow enough. MACHINE BEEPS (SNIFFS) (SNIFFS) Cool, so it's come through as an incomplete test, because you didn't blow` because you didn't blow` Thank you. I'm out. because you didn't blow` Thank you. I'm out. No. Sit down. You're not going off yet. Sit down. You're not going off yet. Sit down. Sit. You're not going off yet. Sit down. Sit. I'm walking out of here. No, you're not. No, you're not. Excuse me, you're assaulting me. Sit down. Sit down. You are assaulting me. No. No. No. No. Listen. Listen. Listen. I passed. I passed. No, you didn't. I passed. No, you didn't. You <BLEEP>. You choppers, I passed. I'm walking out of here. (SHOUTS INDISTINCTLY) You're under arrest. You're under arrest. Come on, you're under arrest now. You're under arrest. Come on, you're under arrest now. No, you <BLEEP>ing idiot. You haven't even asked me. You have not asked me to... I'll request the blood test off him now. If he refuses a blood test from me, that's the end of the procedure, and he's charged with refusing a blood test. SLOW, FUNKY MUSIC Do you consent to having a blood test now? No. No. Cool, so you're refusing a blood rest. Yeah, I do. And would you like to sign this to say you've refused? And would you like to sign this to say you've refused? Hell no. QUIETLY: Cool. You are now going to be charged with refusing an officer's request for blood, OK? That is now the end of the EBA procedure. You'll be fingerprinted, photographed, and you'll be bailed to append` to attend in court, all right? So you can just wait there and calm down for a second. HEAVY ROCK MUSIC So now he's going to be going to court for... failing to remain, bit of assault police, resisting and, um, refusing officer's request for blood. Cos he's still angry, he's gonna stay here for a while until he sobers up, and then he'll be bailed to go in court within seven days. Soon as alcohol gets involved, people get a little bit silly. Soon as alcohol gets involved, people get a little bit silly. Happens all the time. You just get used to it. Ah, quality lighting. Makes such a difference. It turns a house into a home. New energy-efficient bulbs are as bright as you want,... and reliable. A test by Consumer proves it. New standards mean you get quality you can trust. And when you want the best, choose one that's energy-star qualified. No matter what you choose, they last longer. Looks like they'll need to. The more you switch, the less you pay. FUNKY BEAT SIREN WAILS It's Saturday night, and Auckland's in the swing of it. # So move your hips and bounce it like it's party time, come on. # Yeah! Yeah! Yeah! Yeah! Yeah! Yeah! Yeah! Yeah! # The early casualties and cheap shots add up to one busy night for the staunchest of no-nonsense constables. Wassuuuuuup! Move on. Move on. Move on. Move on. Show some maturity, you idiot. Aha! It's an arrestable offence to drink liquor on the street. I saw you drinking it. Don't argue with me, unless you want me to walk you over to my police station over there. DRIVING GUITAR CHORD Bridget used to be a round-the-world yachtie, but 10 years ago, she anchored in Auckland for good and jumped on board with the police. When you're out there, you do have a certain stare. I'll check your details. If you're all good, you'll get a warning. Otherwise, you're coming with me. I'm focused on you, and you're gonna come and talk to me, and that's it. If you cause any trouble, we will lock you up. You need to get out of the city. Oh, please. Oh, please. Nah. So you go home, walk home to Parnell. I can go home. I can go home. All right. See ya on your way. LAID-BACK, FUNKY BEAT In policing, you don't need to look, sort of, staunch. You can be feminine and still do a very good job. I definitely didn't ever try and look blokey or be blokey. I hope I don't come across that way. (CHUCKLES) We'll just go and have a look. 'My core business in the police is the alcohol harm reduction. 'I work with the licensed premises and make sure that the, um, servers of the alcohol are responsible. 'I'm definitely not anti-alcohol. 'I'm just against the terrible things that happen as a result of having too much `' DRAMATIC NOTE sexual assault, domestic violence, assaults ` all of those things. So alcohol harm reduction is an incredibly important part of the police. Are you having a good night? How much have you had to drink? DRAMATIC NOTE Everyone knows that alcohol is a big driver of crime, and that is why, as alcohol harm reduction officers, we go into these licensed premises, and we make sure that they are serving responsibly. Go and sit over there, cos` or just down here, cos the barman's gonna bring out some water for him, OK? cos the barman's gonna bring out some water for him, OK? All right. All right. Just wait here. When we got there, obviously, that, um, guy was coming out with his mates, and he was absolutely intoxicated. And that's the worst thing we wanna see. We expect the licensed premises to be the ones that are well run. MAN: Is that another one? MAN: Is that another one? Yeah. You all right, mate? You OK? You OK? Yeah, I'm good. I've got a water. You might have to get something to eat as well, eh? You might have to get something to eat as well, eh? We're` We're OK. Promise. Obviously, if security have done a quick hustle round, and they've thrown out another person... So I don't like to see people go into a licensed premise, get intoxicated and then get biffed out. He doesn't drink very often. < MAN: He's` He's a very good boy. < MAN: He's` He's a very good boy. < PEOPLE LAUGH < MAN: He's` He's a very good boy. < PEOPLE LAUGH < Oh no! You should go and... > They've come and got intoxicated in your premise, and then you're biffing them out on to the street. No, I am giving them water, and I'm` No, I am giving them water, and I'm` You're giving them water after I asked you to give them water. You've let your standards slip. You've let your standards slip. Yep. The first step is we'll, um, engage and educate that licensed premise. Uh, normally, they are run well. What we'll do is sit down during the day next week, maybe, and then I'll also have a look at your previous record. If you've had a warning for intoxication,... Yep. Yep. ...then I'll look at something more serious. (LAUGHS) (LAUGHS) He's` He's coming round. Bit more life in his eyes now. Just` Just leave. Just` Just leave. Are you all right? Every kid is often interested in the baddies and goodies and cops and robbers. And as I, um, went through life, I was very interested in the, um` the whole criminal side of things. MUTED CLUB MUSIC PLAYS MUTED CLUB MUSIC PLAYS Come here. That guy was urinating up against a doorway. Streets sometimes and inner city sometimes turns into just absolute... debauchery, really. Where have you been drinking tonight? To be honest, I dunno. To be honest, I dunno. Really? You're pretty wasted, aren't you? We'll get some water. Oh <BLEEP>. Oh <BLEEP>. Big bottle ` big bottle of water so we can clean out that mess, eh? 'You have two options ` you could arrest him,...' or you could give him the chance to get him to clean it up, which is what I normally do. Yeah, hang on, I got to take the top off for ya. Yeah, hang on, I got to take the top off for ya. Yeah. All right, all over. You're in the urine, mate. Get out. Oi! Oi! I'm trying to <BLEEP> over his piss. Oi! I'm trying to <BLEEP> over his piss. Come on, get out! Be a mate. What a shocker. (CHUCKLES) All up on the door. Up on the door. Up on the door. On the door. DRIVING ROCK MUSIC 1 o'clock to 6 o'clock is fight time, and that's the hours. I hate it. (SHRIEKS) (SHRIEKS) Crikey dickens. > Hey! Police! Hey! Police! Yeah, get off, you dick. Oh, no, no! Back up. Back up. I saw you... I saw you push her. Back up. I saw you... I saw you push her. GIRLS SPEAK AT ONCE She hit me. She hit me. I get that. I get that, but I just saw punches. Get up. Get up. Oh, can you just...? Can you turn around? Turn around. Turn around. They can both go ` fighting in a public place. They can both go ` fighting in a public place. Yep. 'Classic example of alcohol-related harm at its best ` 'too much drink, intoxicated ` they're good mates, and they end up smacking each other.' I want to <BLEEP>ing be apply with my rules! You didn't apply with any of the rules! You guys can't come. You guys can't come. (SHOUTS INDISTINCTLY) ...my <BLEEP>ing rules! Let me read them to you. Let me read them to you. No! Now. Now. 'No, I don't have an idea what has set it off. 'One's too emotional to tell us, and the other's blaming the other one for starting it.' I was not fighting. READS: You have the right to remain silent. READS: You have the right to remain silent. All right. You listening? (READS) Anything you say will be recorded and may be given in evidence in court. I saw two punches from you. She` Yeah, she hit me first. She` Yeah, she hit me first. The two punches that I saw... were not self-defence punches, all right? They're both well spoken; both pretty girls; just normal people. It's just, like` it's just the alcohol ` terrible. 'A real shame, actually. And they've ruined their night now... and possibly their friendship. 'Complete waste of time.' I know, but we'll sort it. Perhaps she should've thought about that before she took a swing at her best friend. It's def` definitely a fight. It's def` definitely a fight. Let's have a look. The moment this friendship turned ugly doesn't make for pretty viewing. My girl throws the first punch. My girl throws the first punch. Yeah. > But it's a fight, so there's no assault. It's a straight-out fight. It would be assault if she didn't retaliate. It would be assault if she didn't retaliate. Yep. Basically, both have been arrested, at this stage, for fighting in a public place. We'll take them up, uh, to the central watch house, and we'll process them. They've never been in trouble, so you have to weigh up if you want them to have a conviction or not and the court time. So formal caution will probably be the best result from this. DRAMATIC ROCK MUSIC LAID-BACK GUITAR MUSIC Before our country decides which flag we'll stand for, we want to know what you stand for. Have your say at standfor.co.nz or see the postcard in your mailbox or local PostShop. Your names and contributions will build our nation's flag pole, and when NZ decides its flag, it'll fly there. So what do we stand for, NZ? Tell us at... SIREN WAILS I'm Zoe Eginton from Lower Hutt Police. I work on the Tactical Crime Group here in Lower Hutt. And the one that got hit is my cousin. But he was down here, and you were up there when this went down? But he was down here, and you were up there when this went down? Yeah. I've been in the job... just over four years. Zoe moved to the Hutt Valley when she was 6. A few years later, and she's now one of the people who protect it. I guess I first thought about becoming a police officer, probably, when I was young. I was always fascinated by, you know, police cars driving past really fast ` lights and sirens. SIREN WAILS I guess the excitement just drew me to the job. Who did it? Who did it? I already told you, <BLEEP>, that I don't know. As I got a little bit older, my interactions with... police probably weren't all that positive ` having my parties broken up by the police officers and noise control ` all that sort of thing. But you mature. You realise that you need a career; you need something to aspire to. And, um, policing ticked all the right boxes. Customs intercepted a package, and it contained eight cannabis seeds that were imported from the UK. So our mission today is obviously to safely execute the search warrant. Zoe and the guys are closing in on a suspected illegal drug operation. So, there's six males on my squad, and I'm the only female, so it's an interesting working environment. This chap's got a firearms licence, so we just anticipate that there may be firearms at the address. 'I'm not treated any differently on the squad.' You know, I'm just as capable of handling myself and` and doing the work as` as the boys are. Sean and I will be approaching the address first. We'll be doing a door knock. You guys will hold back from the address. Um, we're not all gonna go rushing in. 'I don't think there's pressure on you to be one of the guys.' As long as you're not totally precious, um, and worried about breaking a nail, then` then you'll probably be OK. (CHUCKLES) BROODING DUB MUSIC Hutt Valley is quite a large area. It's quite unique in that there's quite a cross-section of people. There's some affluent areas, like the area we're in now ` $1 million homes and that sort of thing ` and then there's, um, people at the lower end of the socio-economic scale. So we get a very diverse range of` of jobs. (BARKS) (BARKS) Hello? Hi, there. > < Gidday. How's it going? < Gidday. How's it going? I'm Zoe from Lower Hutt Police. We've got a... < Nice to meet ya. < Nice to meet ya. < ...search warrant for your house. < Can we come and have a chat to ya? < Can we come and have a chat to ya? < Yeah, no, go ahead and have a search. Zoe has to be cautious. She doesn't know what they're dealing with inside, and at just 5'3", communication is her key asset. What we intend to do is search the premises for any items that would be consistent with the cultivation of cannabis. Is there anything at all here? There's nothing here on the site as a` as a means of cannabis. There's nothing here on the site as a` as a means of cannabis. OK. Against the wall. Against the wall. Kids' bedrooms. Kids' bedrooms, yeah. You, you know, could just have them along the bed or bloody... He initially denied any knowledge of importing any cannabis seeds and still maintains that he, um` he wasn't the one that ordered them online. Some people will give you a completely bogus story, and you know for a fact that they're telling you lies, but, you know, they dig themselves a big hole, so, yeah, just` just go with it. I've got a drug dog,... That's fine. That's fine. ...and I'll get it to search your house. (SPEAKS INDISTINCTLY) (SPEAKS INDISTINCTLY) Nothing else you wanna show us? (SPEAKS INDISTINCTLY) Nothing else you wanna show us? No, nothing. Yeah, no. The drug dog went through and indicated in a couple of points some, uh, cannabis crumbs and residue. What's been in those jars? Well` Well` Don't touch it. Don't` Yeah, just leave it. How long has the cannabis been in there? It's probably been in there for years. I don't know. It's` That's been sitting in there for years. You expect me to believe that a jar at the front of the cupboard that's not covered in dust has been sitting there for years without being moved? That's` I don't even know` That` That jar has been sitting there for years. I've got nothing to hide. That's` You know? I've got nothing to hide. That's` You know? OK. We haven't located large quantities of cannabis, but it certainly appears that, um, there's been a growing operation here at some stage, or he was gearing up for one. We've located transformers and heat shields and, obviously, um, pots for` for plants and that sort of stuff. This stage, you're under arrest. And what's that for? And what's that for? Well, you've got growing equipment in your garage, and you've imported cannabis seeds. and you've imported cannabis seeds. Yeah, but that's not in use. That's only in storage. He's likely to face charges of importing cannabis seeds and, um, also charges, perhaps, in relation to the equipment that we've seized as well. HEAVY ROCK MUSIC SIREN WAILS ...on Women in Blue. Just go away. Go away, all right? Just go away. Go away, all right? WOMAN: No! > Just go away. Go away, all right? WOMAN: No! > Walk away, all right? Listen, back off. Alcohol ` it's fantastic ` not. SIREN WAILS In terms of risk, this one's quite high. Open the door. Come out with your hands up. And these people consider themselves gangsters. Put them behind your back. Why were you doing blueberries? Copyright Able 2014
