In January 1971 PSA psychiatric nurses at Oakley Hospital in Auckland took industrial action to draw attention to the Dickensian state of psychiatric hospitals and patient care. The subsequent Hutchinson Report called for sweeping changes to mental
health care and, in particular, called for an urgent review of the nurses’ roster.
